changing OS language

Do you mean you have a chinese version of windows and you want to change everything to english? Or just the way you type?
If you want to change everything to english (start button, program names, etc.), I don't think that's possible.
If you want to just change the type of input language, you can do it through Control Panel's Regional and Language settings.

Not exactly true. If the user is running MUI windows, they can change the UI language of Windows. But I doubt the user is running on MUI windows.
If you are, it's in Region and Locations, what Language do you want the UI displayed in.

You install MUI over the top of the English build. If the user is running MUI that has been installed for them, it's really hard to notice that your not on that countries build. BiDi mui even reverses everything, which gives me a headache every time I test on it.
