I have a Vantec Nexus fan & light controller that came with 2 blue cold cathodes. Today one of the cold cathodes died, so I need to replace it (or both of them). Can I just buy anyones cold cathodes and connect them to the Nexus inverter?

Yes you can. I'd recomend going with the Vantec brand cathodes though since the controller's kinda designed for them, but you can probably use any old inverter.

I thought all manufacturers inverters had different voltages?

Just something to consider.

Different manufacturers have different output voltages (all around the same, but not exactly...) However, a lot of the companies you see selling cold cathodes are really selling the same thing only re-named for their company. Find some bulbs that match, and you will be OK
