cathode brightness?

I just got a new 12" white cathode to replace my other one which was really bright and nice, but made a terribly annoying buzzing sound when turned on. This new one is the same brand and everything, but it's nowhere near as bright. Any ideas on what could be causing this?
 
Bad inverter?

I guess my problems of the velcro not sticking could be worse...hehe.
 
CCFL's are strange beasts to say the least.

Another weird one: If they buzz, smack the invertor.
