Are there any cases I can use without a fan and keep the system cool enough running all the time. I'm looking for a small case like a micro ATX or mini ITX that can keep a Cyrix 600MHz MHz CPU and the rest of the system cool enough without any fans.
 
Are you into case modding at all? If you are, you could just cut parallel bands down the metal to allow airflow from all sides and then just put some fine wire mesh or grill over it to keep the dust out.

You'll probably need a fairly nice copper HS to passively cool the Cyrix... or just fabricate an alum. one with 6" fins on it. :D

I don't know if you would be able to do that or not. What you might try is to make a duct from the cpu's heatsink directly to the power supply's fan. This is what gateway and dell are still doing now even with intel 2.8c's in them.

I'm also looking for a fanless power supply in the 200-300 WATT that is reliable and reasonably priced. Do you have any ideas on what to do there? I have found 370WATT and higher fanless PSUs, but they are $100 or more in cost. I'm looking to spend significantly less than that and I don't need that much wattage for this Cyrix system.
