Cannot use integrated graphics

I have a Haswell 4670k CPU which has Intel HD integrated graphics. I also have an nVidia GTX770 in this same system. This is on Windows 8.1.

I have the integrated graphics enabled in the BIOS, and both the Intel HD Graphics 4600 and GTX 770 show up in Device Manger without any issue.

I can output to any display I want using the 770, but I cannot get Windows to recognize any display I have connected to the integrated graphics. I've tried HDMI and DVI with the same results, it's as if nothing is plugged into the motherboard.

Any ideas?
