Building a budget PC

Hi Everyone, I have to build a budget PC with a limit of lets say 725 CAD with no monitor or HD. It has to be available to purchase in Canada so that means that newegg is out, and that cost includes shipping. The problem is that I need this PC fast (ordering stuff tomorrow if possible) and I don't really have time to sit down and look up reviews and stuff for myself.

Another thing, it absolutely cannot be a Celeron, though I don't mind anything else, and a decent video card is a must.

Please help me build this thing.
 
A little more info would be helpful.

How much RAM must it have?
Operating System needed?
What will it be used for mainly?
Is it for you?

Right now I'd start off with an Athlon XP Barton, or a Thoroughbred chip if the prices between them are high up north. Probably a Geforce 4 Ti4200 or a Radeon 9600 depending on prices, or need for video card quality.
 
I guess I should have specified:
No OS or any software, 1024MB of ram but 512 will suffice, its for my dad and brothers because their pc just died, and it will mainly be used for homework, internet and gaming.
 
go for a nice NF7-S, XP 2500, whatever memory, and a 9800pro
 
What kind of gaming? The video card is going to be the limiting factor then. Estimate $100 for a decent video card, $160-200 for 1GB memory, $100 for an Athlon XP, $80-100 for a decent XP Motherboard, $60-100 for a decent case, and maybe $20-40 for a decent, not too-loud cooling solution for the board. Go with integrated sound and network and you should be ok. I trust you also have keyboard, mouse, and speakers. You could maybe even push an Athlon64 2800 for the price, since the board will be roughly the same cost.

If you want, you can bump up the processor to a 2500+ Athlon Barton. I was picking these parts on the fly, which is why I didn't pick it because I was considering the other prices.

I gotta say Canada's computer parts are kind of expensive relatively.
 
I know, its a real pain in the ass, if I was able I would get my cousin who works in seattle to pick up parts off of newegg and then ship them to me, but with customs and shipping the price would go through the roof.
