1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
This is for the sister-in-law, upgrading her DDR2 PC from 2003 or so. Web browsing, they skype with the kid in college, do scrapbooking whatever, use MS Office, and some light gaming.
2) What's your budget? Are tax and shipping included?
The budget is "several hundred dollars", dependent on what I found out upon some research. I'd like to try to limit it to $300.
3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
Motherboard, CPU, RAM, Windows 8.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
PSU is a recently bought Seasonic M12II 520W. Video card is an EVGA 8800GTX, freshly RMAed from my old one dying the usual graphic corruption death after 5 years of use. They have a 250GB SATA2 hard drive that will be used to back up the SSD I will buy them (separately, not part of the budget). They have a printer which does have Windows 8 driver support.

No.
7) What is the max resolution of your monitor? What size is it?
Monitor is a Dell 2209WA, 22" 1680x1050.
8) When do you plan on building/buying the PC?
Within the next month.
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
USB 3.0, SATA 6Gb/s, UEFI.
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
They have only Windows XP on several PCs, and have expressed a strong desire to skip Vista/Win7 and go directly to Windows 8 64-bit.
Other comments: I've been waiting just a bit to find out what's what about Intel's Haswell and Socket 1150.
I was hoping to get a quad-core into that $300 budget, but with 4GB DDR3 RAM around $40ish and Windows 8 OEM for $90, I'm not sure how I'll do the CPU and motherboard for $170. The Intel i3-3220 dual-core is $110, leaving $60 for a budget Intel motherboard. I'm wholly unfamiliar with what AMD has to offer for motherboard and CPU at $170 that would be as good or better. Seems like the minimum Haswell quadcore i5-4570 will be $192 which could blow my budget up to $400, without even looking to see if budget socket 1150 motherboards will be out soon.
