BT or Azureus Slow now?

I'm using the latest azureus and sun java and it seems everything i download doesn't go faster than 20kB now. I'm on rogers 3mb service. I used to be able to max my speed at 350kB with a few torrents running and upping at 25kB but now I can barely get 20kB from a few torrents and upping at like 3kB even though my cap is 25kB. What is up with this? All my torrents show green and ports are forwarded. I'm using port 9049 too. Has something gone down in the BT scene?
 
Maybe the other people aren't uploading. Doesn't matter how fast your connection is if everyone else sets their upload to crap like 1 kB/s and the seeders can't handle everything alone.

I still get like 300 KB/s with my Linux downloads, but it all depends on others' uploads.
