Bottleneck: Controller or bus?

oCurrent setup:

2x Pentium III-s 1.4Ghz
MSI Pro266TD Master-LR
1GB PC3200 ECC
ATi Radeon (the original :p)
SB Live
Highpoint RocketRaid 1640 in a 32bit, 33mhz PCI slot
2x 250GB Maxtor Maxline II drives in RAID0 (soon to be RAID5)
Intel Gigabit LAN PCI Card


Now then, when I had the drives in RAID0 on the NF4 board, they were pulling 96MB/s+ average reads, 203MB/s bust. I transferred them over to this to have an always on file server, so I can access all my stuff from my laptop and desktop at all times. I am currently pulling (according to HDTach) 69MB/s burst, 65MB/s average read. The line on the graph is pretty much horizontal at 65MB/s. When I test the 60GB ML9 drive I have in here on IDE for a boot drive, it pulls 95MB/s burst and 43mb/s average.

Am I feeling a PCI bus limitation, or a controller limitation? Is there something else I am missing to help speed it up a bit? I thought as long as I stayed below 133MB/s I would be fine, but something is bottlenecking the array somewhere. Thanks!

edit: well, i took out the SB live, that increased bursts around 4mb/s, then I overclocked a little bit and my bursts are up to 76MB/s and my sustained right at 70MB/s... I guess its safe to say its the PCI bus holding me back, eh?
