borked PC, thinking PS??

so I was chosen to fix my parents PC and was referred here from another board. First off my parents PC was acting up, it was starting up but the monitor would not power on (just sleep mode). Then the monitor would come on but the PC would be in safe mode. So I finally got it running properly by installing new drivers for everything. I go to shut it down and it freezes at the windows is shutting the PC down. I then hold the power button in for a while and it still doesnt shut down. I then get fed up and pull the plug as there is no power switch.

PC is a compaq presario running win98se, 1.3ghz. my first thought is I fried the power supply. I ask on another board and someone said that compaq has proprietary cable connectors, is this true? I cant just go buy a PS and try that? also any other suggestions are appreciated.

the model number, pics of the board, pics of the power supply, specs off the power supply, all of those would be very helpful in diagnosing the problem. However, it doesn't sounds like you have a PSU problem. Sounds like an ACPI problem to me. Check bios to make sure that is how your power button is set up
 
oh yeah I forgot to explain the real problem now is that it wont turn on. I hold the power button down and get nothing. I tried in multiple plugs to make sure it wasnt just the outlet. there is no power switch on the back of the PS, and when I plug it in nothing happens, no fan, no lights.

also someone said the fuse on the PS may be out, could this be true?

Well the connector itself isn't proprietary; Check the FAQ against the wire colors and see if it's wired normally. I would suspect either the fuse or perhaps the button for the front of the case. Try jumpering on the PSU with a paper-clip from the green wire on the ATX connector to any black wire. If it turns on, then it's not a power supply problem but rather the motherboard or the button

ok so that worked, now how do I figure out if its the button or the motherboard?
