Boot issues.

Sometimes my CD-RW has difficulty booting to a CD. It'll blink a lot but never actaully boot to the CD, even though the BIOS recognizes it and it works fine when in Windows. Also, it sometimes burns discs inproperly in Nero or Roxio.

Any ideas on what this is and why it came about?

It's an MSI burner.
 
This might be a dirty laser problem. A well-scratched disk is almost impossible to boot from. The bios boot has a very short timeout and most decent burner/readers cannot set their error correction mechanisms for that short amount of time. The BIOS thinks there's no CD in the drive in 3-5 seconds after you select the option and it cannot read the first sectors of the disc.
