Block IP from sending me information

Hey guys, I'm relatively new to networking and things like that so I want to know if there is a way to prevent/block an IP from sending me packets of information. The main reason I want to know this is because I get packeted via IRC whenever I play Counter Strike. To my knowledge, this can be prevented by blocking an IP address from accessing my internet. If anyone can give more info or thoughts on this, please do.
 
Is the connection you want to block coming from the your network or coming from outside?
 
Outside of my network.
I looked around and i found CurrPorts. That program seems to work okay with killing IP connections (have not been packeted yet though).
