Do you think I could OC a proc @ 1.5v and OC a 7800gt with the BIP II or do I need a better rad? In addition if a got fans with 115 CFM would that benefit my cooling? Should have the fans blowing on the radiator or away from the radiator? <-- I'm asking that because if I release air off the radiator wouldn't it just go into my case anyway?
 
BIP2 is enough for most quiet computing applications with a healthy overclock. you probably don't need a bigger rad unless you want to use super quiet fans.

115 CFM is overkill. if you get fans that powerfull, be sure to get a good fan controller, preferably resistor/rheostat based.

fans should draw air through the rad, not blow it through. it gives somewhat better performance. how the air moves after it has passed through the rad, depends on where and how you mount your rad. i like to draw case air throught the rad and out.

Yeah I have a Stacker with mesh in the front, the air is drawn in through there.
