Best settings for Bitcomet?

I know I should be getting a better download speed from my Bitcomet. In the settings, it says the "download speed is proportional to your uploads!" By uploads, does it mean by the number of files I am uploading, or the speed of my uploads? How should I set my download and upload rate? Thanks in advance.

I just kept the settings at default, and it woorks awesome. BitComet runs a little slower then other clients, but I find BitComet is alot more reliable, you pretty much always get a connection. My download speeds are mostly between 20KBs - 50KBs and I upload at 35KBs - 60KBs on a DSL Connection.
