Best barebones system sub $200?

So basically I want a tiny pc to hook up to my tv to mainly play console emulators all the way up to ps1/n64/mame/etc and to watch movies. I have considered many option like rapsberry pi3, lenovo ideacentre 300 stick, kangoroo pc, etc. But so far the one below seems like the best bang for your buck in terms of price/performance. I already have a 250gb ssd, win7 key and no problem in spending $30 more for ram. Is that the best I can do for sub $200?
