beginner cpu + gpu w/c setup?

Say I had a budget of 600 usd to water cool a 4770k and a 290x what components would you recommend?

I'm using a bitfenix prodigy case and don't mind the box being a franken box with rads sticking out the top or taking a dremel to the case where needed

I'd like to OC but I'd also like to where possible have a near silent box so pump noise is an issue

I never also really wrapped my head around what tubing (neoprene like vega, or normal tubing?) to get though I think I understand how to hook up the unit

also, but not needed, a 1x 5 1/2 inch res if possible would be nice
 
get whatever res you want... 5.25, tube, fillport whatever works

if i were a a noob i'd get an xspc or ek kit... hard to wrong and WAY less than $600

also i'd stick to regular (tygon-like) tubing vs hard lines.

with a house being bought the w/c is on hold but i have a block and a pump and fans just need the rest
