Bad PSU?

I'm pretty sure I have a bad psu, but I wanted to see if anyone had a similiar problem. Its a 400 watt sun cheer crappy power supply. I thought at first I had a bad cpu beacuse when you turned on the pc it would immeadiately shutdown, without post beeps or anything. So i disconnected the drives and swapped in a spare amd duron and it booted. When i reconnected the cdrom and floppy it still booted fine. However, when I connected the wd80 gig hard drive it did the turn on for 1 sec and shutdown thing. This drive isnt bad, it boots in another pc and also gets recognized in my external enclosure. The psu doesnt smell fried or anything, but when I have all the stuff connected it wont post, so this leads me to believe my psu is fried or at least unable to supply enough power for a cpu, video card, a cdrom and a hard drive anymore.. Thoughts?
