Bad Power suppy?

Hey, I have an aspire 500 w power supply. First off, I know it is crap, so I don't need to be told that. HOWEVER, I recently had to RMA my video card because it would crash in the 3D games and it got worse and worse. Do you think my power supply ended up screwing up my video card (evga geforce 6800 gt). There is another factor that I am quickly moving to fix: heat. The ambient temperature at my gpu is 40 degrees idle - which is a bit ridiculous. I am working on better ventilation, but could my card have gone bad because of one of those things, (or both)?
edit: oh one more thing. my vcore gives good consistend 1.552 V, 3.3 gives consistend 3.312 and +5 gives 5.053 V, but the +12 V gives 11.43, 11.3, 11.5....inconsistent voltage which is effected by the back fan....
 
Replace the damn Aspire (Youngyear), before it kills both your mobo & VC.

And yes your temps are way too high, how hot is the room?

Also you need a DMM to measure voltage, the BIOS/software is often way wrong.
