Background activity

I have a friend with WinME(I know, I know, sux). He needs a way to control his stuff running in the background because of crummy resource %. StartupCop is a pay item now, which is what I have on W98. Is there a free thingy that will limit what launches on startup?

start > run > msconfig

go to startup, choose what you want. done.

If you really don't feel comfortable using msconfig then you can use this freeware program.
