I am looking for a budget video card that will allow me to transmit sounds through the HDMI cable for my HTPC.

I am using a X2 4200+ on a DFI LanParty CFX3200-DR/G. I currently have a standard 7600GS that I am using it in.

What budget card could I get to do this? Also, how exactly does it get the sound to the HDMI cable?

How do they get the audio? A separate cable or directly through the PCIe port?

That card is perfect... but I am looking for (hopefully) a passive cooling card to keep my system as quiet as possible.

Its just like a regular hdmi output, the hdmi port does audio and video at the same time. Ati display drivers also include an audio driver for the hdmi. It does it automatically usually no messing with it required (if your on vista or win 7, xp sometimes requires a realtek hdmi driver)

here is a passively cooled sapphire 4350 for $35 shipped:

So I would want to disable my onboard sound or does it use the onboard card to produce the sound?

No you can leave both on. The onboard and HDMI sound won't work at the same time though. You just have to go the sound options in windows control panel and set which one you want as the default sound output.

If your on vista or win 7 you can just go to the little speaker icon in the bottom right task bar and right click on it then go to play back devices and set it there.
