don't people burn up video cards by overclocking until they see artifacts? i use a BB ATI radeon 9800 pro with samsung RAM, stock cooling

i got to 450 core speed with the "find max core" button with stock cooled bb ati 9800 pro and im not going any further... Haven't tried the memory max. It just felt like the core speed was gonna stop increasing when it overheated and burned up 
BTW i live underground in Minnesota and during the winter (like now) i can see my breath it is so cold in my bedroom.... maybe this is why my card is going so high on stock cooling? Btw, would this be too cold for my components you think?

There is no "too cold". There have been people that cooled their system with liquid nitrogen...
You also won't burn it up. You'll get artifacts LONG before the chip is in any danger.
and yes, the cool climes would affect the performance.

Actually MS is still going to support windows98 they announced they will extend the updates up until June 30 2006.
I have no experience using Ati Tool i have used RivaTuner for nVidia cards...but for my 9800pro i use Powerstrip. Works fine.

Yes, you can get support, but you won't get new drivers. MS has a deal with the hardware makers about what they charge for making drivers for the SDK for windows. They've pushed them not to make 9x drivers anymore, and they're complying.
