When I go to ATI's website for XP > Graphic Driver> Radion, I see two drivers for me to download but I don't understand what the difference is between them.

I see the 2nd option has CATALYST Control Center but this requires some MS download for some reason.
 
There is no actual performance difference.

The first option in the normal control panel that gives you the options to control the drivers and settings that go with the card. The second option is the new Catalyst Control Center, it gives you a flasher control panal that gives you a preview off what your effects do, and also gives you a few more settings controls.

I personally use the Catalyst Control Center, never had a problem with it.
 
The CCC uses the Microsoft .NET stuff, and that is what it is telling you that you need to download before you can use it.
 
I use the regular drivers and ATI Traytool. Traytool gives you all the extra options(and more) the CCC does, but doesn't suck up system resources.
 
Catalyst Control Center is pretty slick but first install the MS .net framework which is no big deal. I learned this the hard way.
 
ATI tray tools is sweet

Control Center is pretty bloated and goofy IMHO, I dont need my graphic options to look pretty.
