ATI CCC on HD4670

This maybe a slightly dumb question but I have overclocked my HD4670 to 760/1013 from stock 750/850.

When you set the fan spin speed manually say 30% does it lock it at that speed or does it still spin at a higher RPM when the GPU temp increases?
