Ati Bios Editor?

Is there any program that will let me edit the bios for an Ati card? I remember using one with my old 9800 card, but I can't seem to find it. Any help would be appriciated :)

I did manage to find the one I used with the 9800. I need one that will work with the X8xxx series cards.

My main goal is to force the fan to run at 100% without using ati tray tools.
 
I don't know about that particuliar setting , but I remember reading that once you have made the changes in ATI tools its put in the registry and you don't have to run Ati tools again. That is for some of the settings, now just to find out which settings.
