Namely - I have in mind a monitor that would let me set the rate to some (any will do) mutliplicity of typical video frame rates (24, 25 to be exact). From the recent reviews/opinions I think Asus VG23AH is capable of working at e.g. 72 and 75 respectively. From prad's review Eizo FS2333 is capable at 50 operation, but not anything that would cover 24 fps.

But what about other ones (ips / pls preferably) ?

Many can. http://hardforum.com/showthread.php?t=1555530 many of the monitors in this thread can use 72hz, 75hz etc and by playing with the timing you can get a perfect multiple of 23.976fps, 24fps, 25fps etc etc.

I do that on mine, multiple custom resolutions and I change the timings if needed (LG IPS 226).

The now famous Korean Catleap monitors can also do many different refresh rate (120, 100, 96 etc) to cover all video content.
