I'm looking for a cheap, but decent PSU for this build:

AMD x3 445
5670 or 6670 if they ever release one
2x2gb ddr2
2x SATA hdd
1x SATA dvd-rw
1x IDE hdd
A couple system fans

Does the 380D have enough juice for this?

If you're looking for a gaming PSU out of the Antec then no. Simple computer workstation running MS Office and browsing the internet then yes it'd be fine. It only has 336 watts max off the 12v rails. Then there's the issue with multiple rails..... Single is better.

Once again wrong, multi-rail is equal or better than single rail. (In cases where ocp for single rail would not work) Stop spreading old psu rumours from 5 years ago.

Also you have plenty of power on the EA380 for your needs in this case.

To put a perspective on things my x4 955, 6850, 4dimms, 4 hdd's, 6 fans, 1 dvd drive. Only uses about 330 watts loaded with a killawatt (it may not be perfectly accurate but its in the ballpark). So I would say its more than enough.

If you're drawing 330W loaded from the wall, the components would be drawing only about 265 to 270 watts total from the PSU.
