I just got my 5000+ BE to upgrade from my 3800+. I put it in, booted up, and opened CPU-Z to check the clocks. I have been baffled to see the clocks jumping around, as shown below:

With the default bios settings, the Core voltage was on Auto, and I initially saw the voltage fluctuating as well as the rest of the settings. Then I went in and specifically set all of the values: core voltaget to 1.3 V, multiplier to 13, and left the FSB at 200 mhz. After doing this , I am still seeing the fluctuation in multiplier/resulting core speed, and memory frequency. What on earth is going on here?

Is that a bios setting? I don't believe that I've ever seen it in there... The fluctuation will occur every few seconds, does that sound right?

It depends on the current system load. But your clocks are similar to mine when I have it enabled. CnQ alters the multiplier and the voltage.

Yes its a bios setting, referred to CnQ or Cool n Quiet. I'd dig in every option to find it.

Thank you sir, I'll go check that out now!

Is this a feature that my 3800+ wouldnt have had?

Edit: CnQ was the culprit. Advanced Chipset Features -> CPU Features -> Cool and quiet ... set from auto to disabled.
