AMD 390X Driver Help Needed

I recently tried to install 17.2.1 drivers on my computer with a clean install. Unfortunately, after the clean, my monitor was not receiving an output from either of my 390x cards. I then changed the output to the motherboard, and still nothing. I then disconnected both GPUs and was able to get the video back. My problem is, I cant install the drivers with the cards installed, and I cant install the cards and still have an video output. Any ideas?

what mobo do you have? is it intel? alot of boards allow you to turn on the onboard vga and have a card installed. Its how i used my Vive.
 
Have you tried just 1 card, then add the other once everything is working?
