My question is this, are all new flat screen monitors cabable of high def graphis. All HD boils down to is resolution, correct? Could I hook a HD receiver up to my widescreen monitor and change the resolution on it to view HD images?

Most new monitors are HD. Once you get to 1280x720 your doing 720p then if your lucking you can jack your rez to 1920x1080 which is 1080P If you have some weird rez that isn't one of these two but is higher then them then you still are viewing HD images, it just might be stretched.

No.

Any change from native resolution results in loss of quality. Even 1:1 ratio with black bars, though that's not nearly as bad as stretching.

It really depends...

In broadcast signals I think its anything with a resolution of at least 1280 X 720 progressive (aka 720p) or 1920 X 1080 interpolated (1080i). You can exceed this of course, e.g. 1080p, but the numbers I gave was the 'floor' AFAIK.

Now, some only use the 'HD' for 1920 X 1080 or more. For example, Apple only adds the 'HD' to their 23 and 30 inch panels, but not their 20 inch one, even though it can do 720p.

So, 1680 X 1050, cannot show a 1080 signal w/o either scaling it or by chopping off some pixels from the image. However, it can easily show a 720p image.

So...it really depends on the resolution of the signal you want to show.
