According to CPU-Z, my max supported AGP rate is 4x. Using my common sense I'd haved to assume that my mobo would not be able to run a AGP 8x only video card. But is there a chance I maybe could?
 
It will run an 8x card fine, just the card will be using 4x which may have a small performance hit.

You're right, AGP8x uses a lower voltage than AGP4x. So an 8x-only card won't work, and probably wouldn't physically fit into the slot anyway.
However, I don't know of any cards that are AGP8x-only. All the ATi's and NV's are at least 4x/8x compatible, and most older ones are 2x/4x/8x even, so they should work fine.
I run a 9600Pro and a 6800LE in some AGP4x computers... both are 4x/8x cards.
 
Nobody actually makes 8X only video boards and there aren't any 8X only motherboards either (see here). They are legal according to the AGP 3.0 spec but any company which made one would be in for a support nightmare so there aren't any actually in the marketplace.

I run my 6800U at 4x because on 8x i get artifacts, but yeha no performance hit for me, my 3dmark05 score went up about 50 points using 4x hah, but that might just be a margin of error

Yes, if you look on ATi's site, you'll see that their 9600/9800 chips and newer are all rated 4x/8x, and the 9500/9700 are rated 2x/4x/8x, and everything else either 2x or 2x/4x.
In short, basically any AGP card ever made with an ATi chip on it, will work in your motherboard (same would go for NV, and probably the other brands aswell).
