Acceptable 12V rail changes?

What is an acceptable fluxuation of the 12V rail while under load? Mine is normally at 12.10V, and under load it sometimes gets to 11.97.
 
+/- 5% is the spec, so anything from 11.4 to 12.6 would generally be OK.
