anyone know of a PC case which is fully steel and has minimal or no plastic on the front panel that can easily be broken via poor shipping and user abuse?

Unless its custom packaged or its made of 1/2+ inch steel plates, it could get damaged easily. Some of the handlers dont handle them very carefully.
For some they might play a game and see who can throw it the farthest in the truck.

When I moved I shipped my computers myself and they all made it fine. The cost was alot greater since I packed them carefully and had many layers.
 
As long as you ship the case in the original box, with the original foam inside, and pad it well, you will not have a issue. If you are very paranoid or want extra protection, double box it.

That would be custom packing, since all of the case boxes I have seen only have the foam that makes the case stay in 1 place and a plastic bag over the case. The rest is filled with air which isnt great at absorbing blows. hehe

Double boxing would be at least a good alternative if they will do it.

Are we talking about shipping a fully assembled pc or just a case?

Hmmm. Now that is where it gets complicated.
There is alot of movement that the boxes go through and I have seen heatsinks come off, video/memory come enough unseated to not work properly. The heatsink is the biggest problem as it will destroy everything inside as it tumbles around.
I would definately get insurance on it. :D
