9800 help with DoD

I'm posting this for a friend who posted it in another forum.. any help would be appreciated.

Ill keep it short... Just installed a new 9800 pro 128 mb

Go to try it in dod.. and im getting fluxuation between 60-90 fps.... I got that with my 9700 TX a way worse card..

I have a 2.8 processor
1 gig of ram

cl_updaterate 100
cl_cmdrate 100
rate 20000
fps_max 200
cl_weatherids 0

with the latest drivers

all the right settings I believe.. I should be getting like 120 solid.... Any ideas? Oh yeah also just addes the new drivers.. One noisy ass fan on the card...
