9800 AIW Causing Bluescreen

Im getting a BSOD at startup with my new 9800aiw.

I'll try and list all of the things that I have done. I did a clean load of XP on a box that im putting together for a media center pc. Specs are 3.0 p4, 1024mb of ram, on an intel 865gbf motherboard. Everything loads fine until I go to load the drivers for the video card, then boom next time it blue screens. I tried the ones off of the cd, and the newest from ati's site. So I figure I may have a bum card.

For kicks I swap it out and put it into my main rig which is a 2.4ph@3.0 with 1024mb of ram in a p4p800deluxe. I install the drivers, and no blue screen at startup, but the catalyst control center won't load. I figure that its probably because I didn't unload the drivers from my old card that was in there. But the card did play games, and it didn't lock up. Right now I am testing to make sure that the AGP is fine on the motherboard, but it should be because the board was pulled from a working system.

I hope that makes sense, and any help would be gladly appreciated. I'll keep trying to get this thing working if not, I guess it goes back to newegg, hopefully there is an easy fix though.
 
It might be the 3d files fucking up the system because it can run well with the default M$ drivers. Try to do in safe mode and install it.
 
It is a a cheap 350 watt, the voltages look good though. I am going to switch it out and see what I get.

Although, I did a clean load again, and now it will load the drivers except the catalyst control center still won't load, I may just have a bum card.

I will try a new psu, but im not sure that will help any.

I have confirmed that the agp solt is ok on the motherboard, I put in a new agp7000 that I had lying around and it worked fine. I may have to rma this card which sucks.
