Ok everything is up and running and everything is fine except sound. I get sound but it is low real when using my tuner. I turn it almost all the way up and it sounds like a whisper, I have checked everything my audio properties the whole cha-bang but nothing.

Is the sound at the same volume level when listening to the TV and radio apps? Are the volume controls on the apps at maximum? Is it the same through headphones as well as speakers? If so, check the sound cable and make sure it's properly connected to the correct input jack of your sound card. Then, in "Volume Control" (right click on speaker taskbar icon) of your sound card, check to see if the level adjuster that corresponds to the specific input of your sound card is not muted or at a very low level.

These suggestions may sound useless or obvious, but you'd be surprised how many issues are caused by simple mistakes or overlooking something obvious. If none of my suggestions helped, I'll see if I can come up with something else. I have the same card you do.
