Are there any manufacturers making 4:3 IPS displays (doesn't matter if it is eIPS, SIPS, or HIPS). I saw one from Dell but it's kind of old, uses a lot of power, and costs $400 a pop...

I use a dell 2007FP and the image quality is outstanding. I'm not sure how much they're going for used, but they're nice displays and they have a 4:3 aspect ratio. Color accuracy, viewing angles and contrast are great.

The Dell 2007FP is either S-PVA or S-IPS.
Other alternatives are HP 2065 and NEC 2090.

Going with 4:3 however does limit your options and they are not cheap (unless you can find a good deal on a used monitor). The advancements in the last years haven't been that great though so the quality won't suffer much, but you probably won't find any low-powered LED backlight displays with 4:3 :(
