so ive got a Hitachi 3 tb platter hdd for games\steam basically it seems to be slow to load games its a refurb from frys i think its causing me to lag in game ? does that or can it do that ? does it make sense? my ping is always 15-20 on the servers i play everything i have is up to date driver wise

16 gigs ram ddr 3400
gtx 1070 latest driver
gigabyte x470 gaming 5
I dont use wireless!!!!!!!!!!!!!!!!!!!!!!!
cat 6 cable hardwired
nothing is over clocked
