3100D w/ Router

Trying to help someone out. They have a 3100D Surfboard and are using the cable down and the phone line for up. They want a router in place for various reasons but there seems to be a limitation as the uploads stop when the router is in place. Has anyone dealt with this? One-way cable is new to me.
