3.4E @ 14X multi - instability over 268FSB

I can run my 3.4E @ 14X multiplier stable at 268FSB 2.85vDIMM/1.4vCORE, but when I go over that, the computer boots ok, but the bus is very unstable and fluxuates a lot, and the speed of the proc drops a ton too. My memory is rated PC4400 and I've ran my Proc @ 17x mult stable @ 3.9gHz (1.45v.) Temps are under 60L, and I have the NB activly cooled. Any ideas?
