I think everyone needs to check their GPU clocks after gaming.

mine doesn't go in power saving mode, it stays at 947mhz in desktop with nothing opened that might use the GPU.

the fan speed doesn't increase enough so you can hear it because GPU is idled at 88c.

what could be the problem?
 
Did you check background programs? Startup programs? Virus scan recently? I know some malicious programs can potentially cause this (i've had that happen before).
 
it happens with every game?.. a bug can keep the game running after exit, check task manager..

yes, nothing there.

It doesn't happen all the time, mostly playing BF4.

Putting the PC to sleep and then wake solves the issue.
 
I wonder if a modded stock bios would stop the issue. Also, what version drivers are you currently running?
 
using latest drivers.

I am also getting a lot of "display driver not responding" in the last two days.

every time I want to watch a video like from youtube or whatever the screen goes apeshit with all fuzzy colors and then I get the message again that the driver is not responding.

is my video card about to crap out or it could be the drivers?

I am getting this exact same issue (without the video corruption of youtube). The way I see it, the problem may arise after exiting any game, while also occurring after watching internet videos. The issue is not a temporary state and is not resolved until a system restart. The issue is not specific to a driver version, as I have experienced this across various beta, and, the latest WHQL driver revision.

I am well aware of how a mining virus works. This is not the case; GPU load is at 0%, yet the core clock and memory clock are running at full speed and the video card heats up. If it were not for my custom fan profile, I would probably not know of the problem, as my fans spun up at the increased idle temperature, whereupon I came to the realization of what was occurring.

Putting the computer to sleep resolves the increased core clock speed, allowing it to idle at 0 MHz. However, the memory clock remains at the highest clocks, which seems dangerous as now the fans are no longer spinning as they would if the GPU core was running at a high MHz, and hot, thereby allowing the ram to get very hot.

Whatever this may be, it is resolved by a system restart. I do believe AMD should be looking into this issue. I spoke with TroyX - the OP, and we each have a different brand of cards; mine are overclocked and his are not, I am running crossfire and he is not. We have different motherboards and components, so we cannot say the issue resides in this being the result of a non-GPU related hardware glitch. Therefore, I believe this is a systemic issue, not being particular to any brand or specific configuration of video cards or other hardware.

I'm struggling to understand the problem TBH. I'm using 13.11 which neuters CCC so I use MSI afterburner and seriously, what is the problem?

My clocks stay at 947/1250 on an R9 290 regardless, GPU usage goes to fuck all and temps go down. Upon reading your complaint I underclocked the GPU and memory and the temps dropped by one degree.

If there is bugger all GPU usage it won't matter at all.
