256 vs 128

Now I heard somethings about 256 vs a 128 mb video card, that was that some old computers cannot fully take advantage of a 256 mb video card and would run it like it was a 128. Is this true and is the difference between the two noticable on most computers if it is or not?
 
I don't think that's it. The thing was that 99% games that are out, or coming out in near future still don't take up any more than 128Mb of video memory. Doom III is only 94Mb of textures alltogether. People seem to forget what the memory on your video card is for.
