Have the banding issues been fixed and are there any other problems?
How does the 2407WFP compare to IPS panels? (I'm asking for first hand experience, like if you have a 2007WFP or have seen one)

Using DVI, the banding has only been fixed in desktop mode (the multimedia and gaming modes are still unusable - but who cares?).

Please see the following thread for a list of the currently known bugs:

I have also a 2005FWP which uses a S-IPS panel.
1) I do not feel any input lag with the 2407WFP (as with the 2005FPW)
2) The 2407WFP respond time is better
3) The 2407WFP black is better
4) The 2005FPW colors seem a little bit more accurate. I used Spyder2Express to calibrate the 2407WFP and the colors level of accuracy was significantly improved .
5) Both screens are very bright
6) The 2407WFP is much sharper and clearer (both using DVI).

IMHO, the 2407WFP A03 is a better monitor even if it still has a few bugs.

What about color shift/viewing angles with the 2407 vs the 2005? Also, if i end up hating it, how easy is it to return for a refund?

The viewing angles on my 2407WFP are great. This will not be an issue.

This monitor is available at Dell and Costco.

I ordered it through Dell and the first monitor I received was a little bit deffective (A02 with banding, some backlight leakage and one dead pixel). I called Dell and I received the replacement unit two days later (at no shipping charges). Fortunately, it was an A03 revision without any special deffects.
Dell offers the Total Satisfaction Return Policy that allows you to exchange the monitor before 30 days of purchase. So it is very easy to ask for a return.

From what I heard, Costco is even more flexible than Dell...
