$200 camera ideas

With recent comments on my gaudy 2 year old Canon S1 IS I've been looking in the sub $200 range for a new compact camera with good features. I have found 2 cameras with matching top notch video quality, and higher picture ratings.

They are the Canon SD 400 and the Vivitar 8600

Vivitar 8600:
8.1 MegaPixel CCD sensor
6X Optical Series 1 zoom lens
Huge 2.8' LTPS Display
Focus as close as 1 inch
640x480 vid with sound

Canon SD 400:
5 MP
3x Opt zoom
2" LCD
640x480 vid w/ sound

I havent been able to find much on the Vivitar camera, it's specs are equal or greater than the canon in every way though. A friend on mine says the canon works wonderful for a point and shoot .... i still see the occasional all to familiar noise in darker photos though like I do with my camera in some of his low light images. Image stabilization is a definite help during handheld, low light, and slow shutter speed conditions.

Can someone shed some thoughts or another possibility? Not looking to break $200
