2-phase immersion cooling

I'd love to do something like this combined with a traditional watercooling loop, or even a chilled one...

Water blocks on the CPU and GPU, chilled water, heat sent external to the submersive fluid... That way the fluid would cool the board and trace heat dumped from components, prevent corrosion and condensation, and be cool-able by a simple passive aluminum cold plate on top of the tank... Dump the processor heat to air with a conventional radiator, or of course, chiller setup.
 
Is it just me or the CPU has no heatsink or block? The socket is fully visible and nothing appears to be mounted, but can't tell due to the lighting. Or rather lack of it. Though depending on the exact CPU and what fluid is doing the cooling (Novec 1230? I don't know the thermal properties of it) it could be possible.

You are correct. The 3M Novatec fluid is sufficient to cool the chips directly. There is another thread in the Extreme Cooling section of the Overclocking/Cooling thread about this. It's neat, but expensive. It has a low boiling point, so it changes phases when it touches the hot parts.
