1U server case under full load (mprime) water cooled - 58C, is this right?

I'm sorta new to the water cooling world and never needed to water cool before now. I completely redid my loop with a swifttech MCP655 pump (set to the highest setting) and MCR220 radiator. I have a random 1U water block, I forgot the brand as I bought it a long time ago. Anyway I did all the tubing myself and the case is in a very dense rack so the surroundings are kinda hot I guess. The problem is that at idle the CPU temp is 40C and at full load using mprime is hovering around 58C. Isnt this kinda high for a water cooled system, even under my conditions? What could be wrong with my loop? Do I need to get a water flow meter and check out if I'm actually getting good flow?
