19in LCD ~$420

You may also want to take a look at the ViewSonic 19" LCD. The new model has an impressive response time, and from what I've heard it's quite a good-looking monitor. I checked the price and it's just at the upper edge of your budget.
 
Get the viewsonic VB191P at newegg for 430. It is the best LCD out there besides the expensive Dell 2405FPW.
Specs: 8 ms, 800:1, 170/170.
Tomshardware did a review on it and it is an 8-bit panel so you will get true 16.7 million colors. It uses a MPVA panel. Also, tomshardware shows that in their tests it never got above 15 ms which is AWESOME because even the Hyundai LD191+ 8 ms got to 28 ms. It is the BEST lcd out there and the price is just insane on it.
