18 bit vs 24 bit Colour

How good is the 18 bit colour with dithering 16.2M, compared to true 24 bit colour 16.7M
I mainly want a fast response time 12 - 16 ms and all fast panel use 18 bit colour
Is it really an issue?
 
You'll probably notice that the colors aren't as true on an 18-bit panel compared to a 24-bit panel or a CRT, and that colors are just blurred and mixed together (dithered). My laptop's panel is 18-bit dithered, and I notice a difference in color quality, though that's just me.
