131GB max?

I just got a WD 250GB drive yesterday, and I'm trying to install windows on it. Now in the installation why does it only detect 131GB to be partitioned?
 
My copy of windows doesn't include SP1... I want to install the OS on this drive. Is there a way to include service packs with the install disc?
