I have a Corsair CX400 and all of the specifications seem to be within the appropriate tolerances. How critical is the tolerance of the +12V? A BIOS reading shows the +12V hovering around 12.68V. From what I've read the tolerance should really be +/-5% which would mean that the upper limit would be 12.6V and I'm getting a reading of almost 12.7V. I'm having some intermittent issues that I believe to be hardware related (ordered a new, identical mobo and cpu to try and work out the issues) but am wondering if the PSU may be pushing too much which may be the cause of the issues?

BIOS readings are inaccurate. If you're really concerned about your voltages, I recommend that you use a digital multimeter to test your PSU instead.

What Zero82z says is 100% correct.

My system at home says that my 5V rail is 7.38V or so. I know this isn't right because with a multimeter it shows 4.99V to 5.03V.

BIOS voltage sensor readings have been a source of amusement to me for many years. I use my DMM when I want to know what the real voltage is :)
