FCC chairman Tom Wheeler dares to ask the pertinent question of the 911 system: Who's actually in charge of 911 services in the event of a national emergency? The question was rendered moot years ago when 911 services were locally based landlines, but as the technology grew, more and more 911 calls are handled via the Internet.

Who is in charge if something goes wrong, and how do you restore service in the fastest, most efficient way possible after an outage?
 
"We've noticed you're in a state of national emergency and we here at Comcast want to make sure your customers get the bandwidth they need. To insure uninterrupted service for your customers, we ask that you please make a payment to your fast lane account."
